Tajikistan: TB Control Consultant (PPM)

The USAID TB Control Program implemented by the Project HOPE is seeking an experienced Public Private Mix (PPM) Consultant to conduct assessment of private health sector involvement in tuberculosis (TB) detection and referral, and develop a high-level strategic document on further involvement of the private sector in implementation of National TB Program.

The planned duration for this assignment is 15 days, starting July 1, 2016.

Objective(s)

The main objectives of this assignment are:

  • Conduct assessment of involvement of the private healthcare sector in TB control activities

  • Development of PPM guideline on involving the private sector in TB case detection

Tasks

The following tasks will be implemented:

  • Review existing documentation (policy and technical) on PPM in the country;

  • Conduct Public-Private Mix assessment (existing strength, weaknesses, opportunities and threats for the implementation of PPM in Tajikistan) with the close engagement of the local consultant;

  • Develop national PPM guideline, which incorporate objectives, tasks, roles for different stakeholders, PPM training, monitoring and evaluation;

  • Present developed package at Thematic Working group meeting;

  • Continue work in distance to complete PPM guidelines, addressing comments\questions.

Deliverables

The following will be delivered upon completion of the assignment:

  • Assessment report on PPM with recommendation on PPM implementation in the country;

  • PPM guideline for National TB Control Program of Tajikistan;

  • STTA Report with details of the assignment and recommendations.

· Skills and Prerequisites

  • Master’s degree in public health or related degree

  • Minimum 5 years of relevant experience or the equivalent combination of education and relevant experience in international development projects relating to public health.

  • Experience in development of health national strategies, health policy documents, especially related to lung diseases and TB (National TB protocols and programs);

  • Good technical skills in measurement and evaluation, including grasp of methodological and operational dimensions and the ability to link corporate and country level issues;

  • Knowledge of and professional experience in the former Soviet states (CAR highly desirable)

  • Strong analytical and writing

  • Strong interviewing and communication skills

  • Ability to work both autonomously and in a team environment under critical deadline pressures

  • Experience in writing and editing reports for international audiences

  • Excellent English and Russian language skills

  • High level of proficiency in MS Office applications

  • Ability to travel internationally and locally
