JOB SCOPE / OBJECTIVES

The incumbent reviews the existing and upcoming grants in place for AKAH –CA. The incumbent will be required to review the granting agencies contracts, and SOPs to develop a control mechanism document for all the grants to ensure compliance. Besides the grants contracts, he will review all of our procurement and administrative contracts and to develop them as standardized contracts to comply with grants and legislation requirements.

Position shall be on board for Four to Six months.

MAIN RESPONSIBILITIES AND TASKS / DELIVERABLES

  • Works directly with the CFO in the development of the Grants compliance protocol, Reporting Structure for the entire AKAH – CA.
  • Develop the SOPs with respect to the grant management, Resource Mobilization for AKAH-CA.
  • Provides direct assistance to the CFO in the implementation of the compliance protocol as identified in the above exercise.
  • Serves as a resource for Resource Development staff and project managers during the four to six month.
  • Develops materials and provides training and oversight to facilitate the preparation of reports and documentation required by grantors to the relevant team of AKAH-CA
  • Develop standardized feasibility study proposal set for projects along with its guidelines manual. Provide training to the relevant staff with respect to the development of such proposal documentation
  • Conducts monthly monitoring meetings to review fiscal and performance activities and provides information to project managers to adjust spending
  • Monitors in‐kind obligations and Time and Effort reporting
  • Ensures compliance with agency requirements regarding disbarred vendors, purchasing regulations, equipment inventory, and closing documents
  • Processes award documents, drafts sub‐agreements, MOUs, and similar documents Performs other duties as assigned

SPECIFICATIONS (MINIMUM REQUIREMENTS)

Education and experience:

  • Master’s degree in Finance, Business Administration or any other relevant field with at least five years of combined experience in grant/contracts administration management and financial management, accounting, or related field;
  • Or Bachelor’s degree in the similar field(s) with minimum eight years of similar experience.

Other Skills/Knowledge requirements:

  • Demonstrated knowledge of the state and local laws of the both the countries, regulations, and requirements that govern grants administration
  • Familiarity with granting agencies reporting structure
  • Ability to respond effectively to complex inquiries from grantors and regulatory agencies
  • Ability to present information effectively to top management, public groups, project managers, and boards of directors
  • Ability to define problems, collect data, establish facts, and draw conclusions
  • Demonstrated ability to manage multiple projects concurrently under deadline pressure and changing priorities
  • Ability to solve problems creatively in order to meet organizational goals and objectives
  • Possess excellent organizational skills
  • Ability to work well in a multi-ethnic and multi-cultural environment
  • Excellent communications skills both written and verbal in English, while knowledge of the local languages would be an advantage
  • Excellent problem solving skills, cultural sensitivities
  • Demonstrate high integrity and able to deal with ambiguity
