Requirements include, but are not limited to:
- Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level relevant to the actual post.
- Degree in police administration/human resources management, or general police management
- Command or management operational position in a national police environment and/or significant work experience in law enforcement bodies;
- Project management experience, including development, implementation and monitoring, preferably of police related project activities;
- Extensive experience in areas associated with police system reform, legal reform and/or public administration reform;
- Law enforcement development experience within the Commonwealth of Independent States (CIS);
- Knowledge of regional political developments, legislative and police reform issues in Central Asia;
- Ability to establish contact and develop confident relations with civil society, as well as the ability to work with government officials and institutions;
- Strong analytical, organizational and communication skills; ability to compile and analyze relevant information;
- Flexibility and ability to work under pressure and within limited time frames;
- Cultural sensitivity and judgment;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
- Knowledge of OSCE principles and commitments.
- Working knowledge of Russian and/or Kyrgyz (desirable).
Tasks and Responsibilities
The Senior Police Adviser oversees all aspects of the Programme Office in Bishkek’s (POiB) policing-related activities within the Politico-Military Dimension. The incumbent personally takes the lead in the POiB’s support to the police reform process in Kyrgyzstan. He/she provides support and advice to the Head of the Politico-Military Dimension (H/PMD) on all policing-related issues, with a particular emphasis those related to the police reform process. In this regard, the Senior Police Adviser maintains contacts with key decision makers and opinion-formers on policing matters, including with Parliamentarians, the Office of the Prime Minister, the Ministry of Interior and civil society activists.
- Assessesing reports on policing-related issues, including through the drafting of relevant background reports, food-for-thought papers and input to the POiB’s regular reporting;
- Providing analysis and advice to the Head of the Politico-Military Dimension on policing-related issues, with a particular emphasis those related to the police reform process;
- Liaising with the Ministry of Interior and its territorial units at the highest level to become familiar with their command, management, and administration structures, and actively develops with them a good working relationship/environment;
- Advising the Office of the Prime Minister, the Ministry of Interior and Parliamentarians on international policing principles/good practices and issues relating to methodological and structural police reform, democratic policing and policing in a post-conflict environment, all with the aim of furthering police reform;
- Defining the strategy and necessary resources for the police-related activities through the Programme Budgeting process;
- Overseeing and directs the development, co-ordination and implementation of police reform, community policing and organized crime projects;
- Assisting in arranging OSCE regional events, inter alia, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
- Supervising the work of all staff involved in police-related activities;
- Identifying key local and international decision makers and opinion formers relevant for the fulfilment of the programme and maintains regular communication with them;
- Representing the OSCE and the POiB on advocating for the fulfilment of OSCE commitments related to policing practices, behavior and structures to external audiences, including Government officials and civil society representatives;
- Representing the Head of PMD in presenting the POiB’s police-related activities to OSCE participating States upon request of the Chairmanship and Secretary General;
- Performing other duties as required.
