Communications Expert (STTA)- Support to Public Finance Management (SPFM) Programme, Tajikistan
BACKGROUND
SPFM is a four-year programme funded by the UK Department for International Development. Its objective is to strengthen the Tajikistan Parliament’s ability to fulfill its oversight responsibilities more effectively, efficiently and accountably with regard to the management of public finances. The programme provides particular capacity building support to the Parliament’s Economics & Finance Committee (EFC) as well as to its Secretariat, which supports the Committee in carrying out its functions, in addition to undertaking research and analysis on budget and economic development related matters. Moreover, one of the key objectives of SPFM is to ensure the integration of the EFC Secretariat into the Parliament’s institutional structure, anticipated to be completed by 2020.
This aim entails not only building the capacity of the Secretariat’s four analysts (who are currently employed directly by SPFM), but also working with parliamentary counterparts to draw up a strong legal and operational terms of reference and framework for the unit, laying the groundwork for ensuring that its services and resources will continue to be used beyond the lifetime of SPFM. This includes the need to develop a comprehensive communications strategy.
SCOPE OF WORK
SPFM is thus now seeking communications expertise to:
- Mentor, provide guidance and work with its Communications Analyst to conceptualise, develop and take ownership of the programme/Secretariat’s communications work (as outlined in the strategy), and thus;
- Support review of its existing, programme oriented strategy; and
- Support development of a clear plan to ensure sustainability of communications objectives now for SPFM and recommendations for once the Secretariat is embedded within the Parliament.
DELIVERABLES
1. Communications strategy
A comprehensive communications strategy containing clear and concise details including, but not limited to, the following:
- Objectives and key messages;
- Target audiences and their relevant needs;
- Most practical channels (including the EFC and Secretariat’s existing website); and
- Action plan (who-what-when-how).
The final strategy document should recognise the differing communications needs and operational framework of the programme versus the integrated Secretariat, identifying target audiences, messages, channels and opportunities for greater visibility accordingly.
2. Recommendations for future communications resourcing
A separate document (maximum two pages) providing recommendations for building capacity of existing staff with regard to communications, and any additional staffing needed to implement the strategy (number of positions – functions – required profile).
TIME FRAME AND DAYS FOR THE ASSIGNMENT
The anticipated time frame for the assignment is April – June 2018. The work will be primarily desk-based, with travel to Dushanbe, Tajikistan expected. Total number of days for the assignment is 10 days (not including travel days). The expert is expected to report regularly (according to a schedule agreed at the start of the assignment) on progress to the SPFM Team Leader and Technical Adviser, who will review the deliverables, providing feedback and final approval.
