Proposal Objective:
Social Impact is developing a proposal for an anticipated five-year $8M USAID/Central Asia Learning from Evaluations & Assessments for Development (LEAD) Activity that will perform external/independent special studies of various types over the course of five years. It is anticipated that this Contract will assist the Mission and its partners and stakeholders to generate empirical data as well as foster learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. This, in turn, will promote more effective use of the Agency’s development assistance resources and provide greater transparency.
SI is also responding to a Task Order under this IDIQ for an evaluation of the Tajikistan Agriculture and Water Activity (TAWA), to provide pertinent information, statistics and conclusions that assist USAID and the implementer, Chemonics International, Inc., to learn what has been accomplished against the intended results of the contract. The goal of TAWA has been to address these objectives:
Assist household and small commercial farms to increase income and the production of food for home consumption, and support to improve nutritional and health outcomes.
Build the capacity of local institutions and community-based organizations.
Position Description:
SI is seeking a short-term Team Leader/Evaluation Expert to lead the day-to-day management of the evaluation team and direct the evaluation. The fieldwork will be conducted in Tajikistan.
Responsibilities:
· Design and conduct the evaluation of the TAWA activity.
· Manage the Technical Specialist and the Translator/Assistant.
· Direct the evaluation design and work plan development and oversee the data collection and data synthesis efforts.
· Draft, finalize and present the interim/final evaluation report to USAID/Central Asia.
Qualifications:
· Advanced degree (at least a Master’s) in agriculture, economics or a related field required.
· At least ten years of progressively responsible experience conducting evaluations, ideally in the areas of Feed the Future context.
· Superior data collection, analysis and synthesis skills.
· Knowledge of agricultural technology and/or gender in value chains in Central Asia/CIS countries is preferred.
· Demonstrated skills in evaluation research design, including quantitative methods, experimental and quasi experimental design, and qualitative methods).
· Demonstrated skills in assessment planning and implementation.
· Experience in evaluation methodology, design, and implementation, including innovative, state-of-the-art research designs, participatory evaluation and cost-effective evaluation methods is preferred.
· Superior report writing and presentation skills.
· Fluency in English is required.
