How can you make a difference?

Background

Cash Transfer Programmes (CTP) are increasingly recognized as a cost-effective and efficient tool for providing humanitarian assistance. They are viewed to be quicker, easier to administer and more empowering compared to traditional in-kind assistance. In 2016, UNICEF, along with other actors, endorsed global commitments to invest in the scale-up of emergency CTP. The commitments included efforts to make national social protection systems more ‘shock-responsive’ so they can flexibly respond to emergencies. UNICEF’s Regional Office for Europe and Central Asia (ECARO) provides support to the Tajikistan Country Office on the introduction and integration of CTP approaches in both UNICEF’s and governments’ preparedness planning, within the wider context of strengthening national social protection systems in the region.

In 2017, ECARO commissioned the development of a Cash Preparedness Assessment Tool for:

1) determining the feasibility of national social protection systems to respond to emergencies,

2) assessing the readiness of other actors to implement CTPs and

3) assessing UNICEF’s internal capacity to design and implement CTPs.

The assessment not only guides emergency preparedness planning in line with the new organizational Minimum Preparedness Standards but also supports Country Offices to strategically engage on strengthening national systems for cash-based responses in emergencies. The tool was successfully piloted in two countries in ECAR, Armenia and Tajikistan.Tajikistan is a landlocked country that is prone to natural disasters. The population in Tajikistan faces an increasing risk of natural disasters due to the impact of climate change. Earthquakes, extremes in weather and climate are causing floods, droughts, and soil erosion in Tajikistan, and these impacts are expected to worsen in the future. Preparations for such extreme events will include ensuring that a flexible social protection system is in place to help populations who are affected. It also implies ensuring that vulnerable populations are assisted in building up their resilience to such shocks. The feasibility assessment conducted in 2017 in Tajikistan focused on the system strengthening and the introduction of a new humanitarian Cash Transfer Programme (hCTP) through existing Social Protection cash transfer programmes. As the Social Protection system in Tajikistan is relatively well developed, programmatic options suggested in the assessment report proposed use of the existing administrative system of the Targeted Social Assistance programme for piloting a hCTP in the short and mid-term period.

UNICEF intends to work closely with the Ministry of Health and Social Protection of the Population, the State Agency on Social Protection of the Population (SASPP), the Committee on Emergency Situations and Civil Defense (COES), other UN agencies, and other national counterparts, including targeted banks, and development partners to implement the proposed programmatic management response. UNICEF seeks to hire an international expert with a solid experience on cash emergency preparedness in developing countries to undertake a consultancy assignment.

Purpose of the assignment

The assignment aims to support UNICEF and the Government of Tajikistan to implement the recommendations of the feasibility assessment, in particular related to the development of a new model for hCTP for implementation of pilot cash transfers in selected districts during emergencies in Tajikistan.

Main tasks, deliverables and payment schedule:

The international consultant will work in close collaboration with UNICEF’s Social Policy and Emergency Officers, under the guidance of the Chief, Child Protection section and will undertake the following tasks:

Contribute to capacity development of UNICEF and its partners on hCTP during emergencies:

  • Conduct a quick capacity needs assessment exercise to determine the current capacity of the relevant Government structures and staff in management and implementation of hCTP during emergencies
  • Develop training materials on hCTP in emergencies adapted to the local context of Tajikistan and facilitate two trainings with UNICEF Tajikistan and its partners (including other UN agencies) to enhance their capacity on hCTP in emergencies
  • Submit training reports and provide recommendations for further capacity development necessary for implementation of the hCTP in Tajikistan
  • Develop a hCTP model in Tajikistan that uses the national social protection system:
  • Conceptualize a model (covering the vision, systems, structure, processes), in close consultation with concerned partners, for delivering cash emergency assistance to the most vulnerable through the existing state social protection system and its incorporation into the national emergency response system
  • Closely work with SASPP and other national counterparts and develop standard operating procedures (SOPs) (operations manual) using the Targeted Social Assistance (TSA) in delivering cash transfers during emergencies in Tajikistan
  • Present the model and SOPs to national counterparts and development partners, receive their feedback and finalize the documents for further endorsement and implementation
  • Provide technical support in implementation of pilot humanitarian cash transfers during emergencies:

  • Provide expertise on assessments (including needs assessment and market analysis) to support programme design in collaboration with relevant partnersSupport the SASPP and COES in piloting cash transfers during emergencies
  • Design and undertake monitoring visits (including post-distribution monitoring) to assess the implementation of the programme, identify opportunities and constraints and any adjustments needed
  • Prepare and present a report on the results of the pilot cash transfers taking into account the lessons learnt and recommendations for future scale up and implementation
  • Tasks and duration:

    1. Contribute to capacity development of UNICEF and development partners and its national partners on hCTP during emergencies (8 days: 5 days in Dushanbe, 3 days, distance work

    Suggested delivery dates:31 July 2018

    2. Develop a hCTP model in Tajikistan using the national social protection system (25 days: 15 days in Dushanbe, 10 days at home)

    Deliverables:- hCTP model for Tajikistan- SOPs and operations manual

    Suggested delivery dates:30 October 2018

    3. Provide technical support in implementation of pilot humanitarian cash transfers during emergencies (30 days in Dushanbe covered by two trips)

    Deliverables:- Cash implementation review reports- Power Point Presentation and final report with recommendation for further scale up

    Suggested delivery dates:30 October 2019

    The exact dates of deliverables can be finalized in consultation with the consultant. The payment schedule is below:- 30% upon the submission of the deliverables of the first task- 30% upon the submission of the deliverables of the second task - 40% upon the submission of the deliverables of the final task

    Consultancyperiod -63 days during the below period:

    From: 1) 01 July 2018-14April 2019 (11,5 months)

    2) 01 May - 30 October 2019 (6 months)

    Performance indicators for evaluation of results

    The evaluation of the results will be based on:

  • Technical and professional competence (quality of the product delivered to UNICEF);
  • Quality of work (quality of the documents submitted);
  • Quantity of work (completing the tasks indicated in the table above
  • Timeliness of submission of deliverables
  • In addition, such indicators as work relations, responsibility and communication will be taken into account during the evaluation of the Consultant’s work.

    To qualify as an advocate for every child you will have…

  • An advanced university degree in the International Development, Social Policy, Development Studies or related discipline required;
  • Minimum of 8 years of relevant work experience on social protection and cash transfer programming, ideally with demonstrated experience in emergency settings and/or working in Europe and Central Asia.
  • Demonstrated expertise on gender- and child-sensitive social protection concepts, theories and practices;
  • Demonstrated experience in preparedness, assessment, design and implementation of cash based programming, preferably from a multi-sectoral perspective;
  • Demonstrated experience on social protection systems strengthening desirable;
  • Excellent research, analytical, writing, and communication skills;
  • Proven ability to manage multi-sector projects and to work under minimum supervision;
  • Familiarity with international norms and standards for humanitarian action;
  • Familiarity with the work of the United Nations an asset
  • Fluency in verbal and written English; Knowledge of Russian or Tajik is an asset.
  • Conditions of Work:

  • The consultant will work under the oversight of Chief, Child Protection in close collaboration with the Social Policy and Emergency Officers.
  • The consultant is expected to work independently. The consultant will need to organize own travel to Tajikistan, including ticketing for the most direct and economical route in economy class and visa. All planned expenditures for travel and visa and the daily subsistence allowance as per UN-approved rate should be included in the contract cost together with the agreed fee cost. The consultant must be fit to travel, be in a possession of the valid UN DSS Basic and Advanced Security certificates, obligatory inoculation(s) and have a valid own travel/medical insurance with hospitalisation and repatriation coverage. The dates for the travel will be determined in consultation with the consultant.
  • UNICEF will provide support to secure meetings with relevant stakeholders and provide administrative support for the organization of any national and local level workshops/trainings. The consultant will provide his/her own computer and communications equipment (laptop, telephones, etc).
  • Under the consultancy agreement, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays. The consultant(s) are not entitled to overtime pay. All remuneration must be within the contract agreement.
  • No work or travel may commence unless the contract is signed by both UNICEF and the consultant
