Position Summary
In support of the anticipated USAID-funded Strengthening Rehab Services and Health Systems project, UCPW seeks a Project Coordinator to implement project activities in Tajikistan. The Tajikistan Project Coordinator will help plan and implement, in conjunction with UCPW and partner organizations, activities designed to support the development of a physical therapist entry-level curriculum in Tajikistan. He/she will coordinate logistics for trainings, working groups, and stakeholder meetings, as well as in-country awareness raising activities and planned exposure visits to Ukraine. The Tajikistan Project Coordinator will be responsible for contributing to tracking and reporting on progress against the project workplan, budget, and monitoring and evaluation plan for activities in Tajikistan. This position will be based in Dushanbe, Tajikistan. Only candidates with work authorization in Tajikistan will be considered; relocation benefits will not be provided.
About the Rehab Reform Support Project
With funding from the U.S. Agency for International Development (USAID) and support from the World Confederation for Physical Therapy (WCPT), Ukrainian Association of Physical Therapy (UAPT), National Association of People with Disabilities (NAPD), and the Republican Medical College of Tajikistan (RMC), UCPW anticipates implementing the Strengthening Rehab Services and Health Systems (SRSHS) project. The project works to strengthen rehab service delivery systems in Ukraine and Tajikistan by contributing to the development of policy and regulatory frameworks that are rooted in practical, local hospital-tested experiences; supporting physical therapy professionalization; and raising awareness of the importance of rehab services for quality of life, particularly for those affected by conflict. Ultimately, the SRSHS project will strengthen the skills of rehab providers in the two countries, reach persons with disabilities (PWDs) and medical professionals with awareness-raising activities, and increase access to rehab services for PWDs.
Expected Duties andResponsibilities
Under the direction of the Program Manager, the Tajikistan Project Coordinator will be responsible for performing the following primary tasks:
· Plan and coordinate day-to-day project activities in Tajikistan in close collaboration with partners at the WCPT and RMC to ensure that activity goals and objectives are achieved according to the work plan, within the prescribed time frame and within budget
· Track spending against the project budget for activities in Tajikistan and ensure compliance with organizational and to donor rules and regulations
· Develop comprehensive programmatic reports indicating progress against workplan activities for Tajikistan on a monthly basis
· Oversee the timely submission of monthly and quarterly financial reports to UCPW as required and liaise with the Ukraine office to achiever project goals
· Coordinate the collection of required monitoring and evaluation data in Tajikistan and ensure effective systems and processes are in place to monitor and evaluate project outcomes
· Ensure compliance with USAID regulations and funding parameters in all aspects of activity implementation and proper use of UCPW and USAID resources
· Identify and resolve potential problems and evaluate project/program effectiveness
· Organize trainings, meetings, and events, to include identification of appropriate venues; payment coordination for transportation, accommodation, food, and other expenses; documentation of expenses; supplying required materials; and ensuring the health and safety of participants.
· Manage partner and stakeholder relationships in Tajikistan
· Network with local and national agencies, institutions, NGOs, and other stakeholders to further project activities
· Supervise the Tajikistan Finance and Administrative Associate
Qualifications and Experience
· Bachelor’s degree or equivalent in international development, international relations, global health, public health, health management, or related fields; advanced degree highly preferred
· Minimum 5 years of relevant experience in project management, preferably in the field of international development and/or global health, including experience in financial budgeting and reporting
· Demonstrated success in activity planning, implementation, monitoring, and reporting required
· Prior work on USAID-funded project and familiarity with USAID rules and regulations highly preferred
· Understanding of national health systems for rehabilitation services and knowledge of Tajikistan health systems highly preferred
· Excellent verbal and written communication skills, including public speaking and presentation skills
· Ability to manage finances with integrity and to support others in doing so
· Ability to liaise and negotiate with external agencies, including government officials
· Good organizational and time management skills
· Strong interpersonal skills, and ability to work independently and in a team of people with diverse backgrounds
· Proven ability to take initiative in finding solutions to complex challenges
· Fluency in Tajik and Russian required; proficiency in English required (fluency in English highly preferred)
· Proficiency in Microsoft Office suite, including Word, Excel and Outlook required
· Willingness to travel up to 15% of the time
