The Regional Environmental Centre of Central Asia announces the opening of a competition to fill the vacant position of Director of the CAREC Country Office in the Republic of Tajikistan

Location: Dushanbe, Republic of Tajikistan
Term: 1 year with possibility of extension
Probationary period: 6 months

The Regional Environmental Centre for Central Asia (CAREC) is an independent, non-political, non-profit, international organization established to assist Central Asian governments and international, regional and national partners in addressing environmental and sustainable development challenges in the Central Asian region and Afghanistan.
Promoting dialogue and cooperation among all stakeholders involved in environmental protection, CAREC today is a leading regional knowledge hub on environment and sustainable development recognized by national, regional, and international partners.
CAREC was founded in 2001 by the governments of the five Central Asian countries - the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan, the European Union, and UNDP in accordance with the decision of the 4th Pan-European Conference held in 1998 in Aarhus, Denmark.
The mission of CAREC:
The Regional Environmental Centre for Central Asia has a unique mandate from the five Central Asian countries. Its mission is to assist Central Asian countries in solving their national and regional environmental problems.
For this purpose, CAREC provides an opportunity to create a platform for interstate and interagency dialogue, which allows the introduction of know-how, new knowledge and technologies in the region. This, in its turn, promotes development and application of innovative environmental policies, approaches and methodologies, public involvement in decision-making process on environmental issues and improvement of information exchange at the regional level.
CAREC goals and objectives:

  • Facilitate cross-sector dialogue between central and local governments, NGOs, local communities, the private sector, and donor organizations on environmental sustainability in the Central Asian region;
  • build capacity for access to international expertise, knowledge, best practices and advanced technologies in environmental management and sustainable development and their implementation in the countries of Central Asia;
  • Increase the role of civil society in sustainable development activities in Central Asia;
    We are always open to joint projects, dialogues with different sectors of society, and ready to contribute to the improvement of the environmental condition of our region through combining our collective efforts.

Key Responsibilities:
The Director of the CAREC Country Office in the Republic of Tajikistan reports to the Executive Director of CAREC and is responsible for the following:

  1. ensures the implementation of the strategic plan of CAREC in the Republic of Tajikistan;
  2. represents the interests of CAREC in the Republic of Tajikistan;
  3. carries out the operational management of the CAREC country office in the Republic of Tajikistan;
  4. seeks financing for CARECs country office in the Republic of Tajikistan by developing project ideas and proposals, as well as establishing and maintaining contacts with partners of the organization;
  5. supervises the financial activities of CARECs country office in the Republic of Tajikistan, bears full financial and legal responsibility before the authorized government agencies and organizations of his country;
  6. organizes and coordinates qualitative implementation of the projects (monitoring and control of implementation) in accordance with the work plan;
  7. manages expenditures of funds of CAREC country office in the Republic of Tajikistan in accordance with the established budget and tax legislation;
  8. assist the Executive Director in coordination of activities and implementation of projects together with other structural subdivisions of CAREC;
  9. organizes recruitment and hiring of the country office staff in coordination with CAREC head office;
  10. assist CAREC project managers in development and implementation of projects in the Republic of Tajikistan;
  11. inform stakeholders about activities, programs and other activities of CARECs country office in the Republic of Tajikistan;
  12. interact with local NGOs, study their activities, involve them as far as possible in the implementation of CAREC's mandate. Informs the CAREC Head Office about their activities and needs;
  13. maintains a working relationship with the Government, local authorities, commercial organizations and the media;
  14. fulfils the requirements of the CAREC Bylaws, decisions of the Board of Governors.

Basic Requirements:

  • A college degree in environmental science, economics, or management;
  • Commitment to the environment, at least 5 years of experience in environmental protection and sustainable development;
  • Experience in international program and project management at least 3 years;
  • Skills in project management, organization and personnel management, negotiation;
  • Proven experience in fundraising;
  • Fluent English and Russian (spoken and written);
  • Ability to work in a team, mobility and energy.

Additional advantages to be considered by the Competition Commission:

  • Additional higher education in the field of management;
  • Experience in international organizations, knowledge of internal procedures;
  • Knowledge of state languages of CA countries (in addition to Russian and English).
