International Inspections Expert and BRS Reporting Trainer

JOB DESCRIPTION:

As the project aims to carry out the project Environmental Impact Assessment and subsequent permitting and licensing for pesticide waste disposal technology in line with international best practices and national requirements, the role of the International Inspections and BRS Reporting Trainer is to develop guidance for environmental inspection and impact assessment for waste management activities and facilities following US and EU regulations and provide classroom and practical training for existing environmental regulators.

ROLES AND RESPONSABILITIES:

Key responsibilities and roles are outlined below:

  • Develop guidance for environmental inspection and impact assessment for waste management activities and facilities in line with best international practice.
  • Provide classroom and practical training for existing environmental regulators including inspectors and other mandated state agents.
  • Provide recommendations for the revision and update of existing training manuals and protocols; update of existing documents and templates; and reporting mechanisms.
  • Carry out training that shadows international experts in the monitoring of Component 1 treatment activities and periodic visits to the project sites to build capacity on strategic issues

REPORTING:

The incumbent International BRS Reporting Trainer reports directly to the FSD Central Asia Projects officer and functionally reports to the UNEP project manager (UNEP regional office in Europe is an executing partner of the project). The incumbent will prepare a workplan for the duration of the contract. Each quarter, in order to account for adjustment of priorities, the workplan will be reviewed jointly with the UNEP Project Manager. A concise progress report on the delivery of the workplan will be prepared at the end of each calendar month to monitor and identify issues.

LOCATION AND TRAVEL:

The role is home based but will involve several trips to Dushanbe and Bishkek, including:

  • One trip to Dushanbe for National Inspection Training in Dushanbe to provide classroom and practical training for existing environmental regulators including inspectors and other mandated state agents.
  • One trip to Bishkek for the National Inspection Training in Kyrgyzstan (as above)
  • Two trips to Tajikistan for practical training including shadowing of international experts in the monitoring of Component 1 activities
  • Two trips to Kyrgyzstan for practical training including shadowing of international experts in the monitoring of Component 1 activities

QUALIFICATIONS / SPECIAL SKILLS OR KNOWLEDGE

Education: Advanced university degree (Master’s degree or equivalent) in Environmental Law, Environmental Sciences and or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: At least 5 years of working experience as a licensing / BRS reporting expert is required, desirably in the framework of GEF financed Chemicals and Waste projects. Experience in the implementation of POPs and hazardous waste projects in Central Asia or other Former Soviet Union countries would be an asset. Experience working on technical projects which on gender mainstreaming, women empowerment and/or youth development is desirable and will be an asset.

Languages: Fluency in English, including good drafting/writing skills is required. Working knowledge of Russian is desirable.

Other skills: Excellent management of office computing tools including Microsoft Word, Excel, PowerPoint, and data analysis and standard statistical techniques. Good verbal communication skills with proven ability to liaise with external stakeholders in Governments, intergovernmental and non-governmental organizations.

Competencies: Detailed oriented, organized, methodical approach to work, work prioritization, establishment and maintenance of effective working relations within a multicultural working environment.

GENERAL:

  • Undertake the role in a manner appropriate to respective cultural contexts and within all local legal frameworks.
  • Undertake any other duties appropriate to the post as may be required.

OBJECTIVES, OUTPUT EXPECTATIONS AND PERFORMANCE INDICATORS:

The objective of the work is to support UNEP and the project’s National Delivery Partners (FSD in Tajikistan and the Ozone Center in Kyrgyzstan) in the implementation of the project regarding the capacity building activities for national environmental inspectors in environmental licensing and monitoring in line with international best practices, relevant international conventions and treaties and the approved project document.

More specifically, the project aims to:

  • Develop Guidance on environmental licensing and impact assessment for waste management activities and facilities in line with best international practice;
  • Provide classroom and practical training for existing environmental regulators including inspectors and other mandated state agents (inspection Training).
